No. Loading is restricted to the server owner by default, and creating requires administrator permission. Change it with /settings permissions.
Backups are tied to the Discord account that created them and cannot be transferred. Publish a template instead if you want to share your structure.

Xenon is free to add and free to use. Most admins upgrade once they realise a structure backup does not bring the conversations back.
